REACH Compliance
REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) is the EU's primary chemical substance regulation. It applies to chemical manufacturers, importers, and downstream users supplying the European market — including Indian exporters whose products contain regulated substances. What is REACH Compliance?
REACH — Regulation (EC) No 1907/2006 — is the European Union's framework regulation for the registration, evaluation, authorisation, and restriction of chemical substances. It applies to substances manufactured in or imported into the EU in quantities above one tonne per year, and imposes obligations across the chemical supply chain. For Indian exporters of articles (physical products), the primary REACH obligation is the communication duty under Article 33: if an article contains a Substance of Very High Concern (SVHC) on the ECHA Candidate List at a concentration above 0.1% by weight, the supplier must provide this information to recipients upon request, and to consumers within 45 days of a request. The ECHA Candidate List is updated twice per year and contains substances identified as carcinogenic, mutagenic, reprotoxic (CMR), persistent/bioaccumulative/toxic (PBT), or of equivalent concern. In addition, REACH Annex XVII lists restricted substances — chemicals subject to outright restrictions on manufacture, use, or placing on the EU market. Indian manufacturers of textiles, footwear, leather goods, metals, plastics, coatings, and other products must verify their materials do not contain restricted substances above the specified limit values.

- Indian manufacturers of articles containing chemical substances — including textiles, footwear, leather goods, furniture, electronics, toys, and plastics — exported to EU buyers.
- Suppliers responding to SVHC questionnaires or REACH declarations requested by EU importers, retailers, or OEM customers.
- Chemical formulators and blenders who export preparations or mixtures to the EU, where registration obligations under REACH Title II may apply to the importer.
- Indian manufacturers whose EU customer contracts include REACH compliance warranties or chemical substance declarations.
- Exporters of coated or treated metals, where surface treatments (e.g. chromium VI coatings, azo dyes, PFAS) may be restricted under REACH Annex XVII.
