What is BIS Certification?
BIS Certification is India's national product certification scheme operated by the Bureau of Indian Standards under the BIS Act, 2016. It covers two primary schemes: the ISI Mark scheme (mandatory for a range of products defined under Quality Control Orders issued by various Ministries) and the Compulsory Registration Scheme (CRS), which applies to electronics and IT products notified under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012. Under the ISI Mark scheme, products must conform to the relevant Indian Standard (IS) and the manufacturer must hold a BIS Licence. Under CRS, the product must be tested at a BIS-recognised laboratory and the registration is linked to the manufacturer's account on the BIS portal. Foreign manufacturers seeking to sell notified products in India must also obtain BIS certification — the process differs from domestic applicants and involves a Foreign Manufacturer Certification Scheme (FMCS) or CRS for foreign manufacturers.
Who Needs It?
- Manufacturers of products covered under Quality Control Orders (QCOs) issued by the Ministry of Commerce, Heavy Industries, Electronics, or other Ministries — ISI Mark is mandatory for these products.
- Electronics and IT product manufacturers (domestic and foreign) whose products are notified under the CRS Order — mandatory before sale or import into India.
- Foreign manufacturers wishing to sell notified products in India, who must apply through the Foreign Manufacturer Certification Scheme (FMCS) or CRS for foreign manufacturers.
